Agency Guidance Notes on the Infant and Follow-on Formula Regulations 2007 As a supporter of the Breastfeeding Manifesto Coalition I feel compelled to respond to the above consultation. The Breastfeeding Manifesto Coalition is made up of 40 not-for-profit organisations and is supported by over 270 Members of Parliament. The Breastfeeding Manifesto Coalition support fully the submission made by the NCT and the Baby Feeding Law Group but I feel the following points must be reiterated: The definition of advertising must be wider as influencing attitudes and perceptions towards baby feeding is one of the main ways that advertising undermines breastfeeding. There must also be a wider interpretation of representation. For example, it should include items for health care workers including pens, diary covers, charts and other items. There are several issues surrounding scientific publications. Most importantly these publications should not be published by the companies that sell infant or follow on formula or have a financial interest in the sale of these products. Such an article is not a scientific publication but an advertisement as all scientific papers declare a conflict of interest if one is present. Finally, the content of the advertisements is important as it influences parent’s decision as to how they feed their child. You rightly recognise that the advertisement should only include information of a factual and scientific nature but the area of an advertisement consisting of factual information should make up at least 75% of the advertisement.
